HEARD AROUND TOWN:

* The West Indian Day parade scuffle that ended with Brooklyn Councilman Jumaane Williams and an aide to Public Advocate Bill de Blasio in handcuffs has made its way through the NYPDs Internal Affairs Bureau, but the two men dont consider it over. Williams, Kirsten John Foy and their New York Civil Liberties Union lawyers have received reports back from the bureau and plan to release them on the City Hall steps at noon. Theres some positives and negatives coming out of it, said one person involved in the planning. Theyre going to address the conclusions of the investigation as well as discuss the next steps in the police accountability movement.
