Police Commissioner Ray Kelly took a combative tone during a scheduled appearance before the CIty Council on Thursday. Kelly shot back at criticism of the New York Police Department’s handling of Occupy Wall Street, recent revelations that it spied on Muslims and its stop and frisk program. Kelly accused Council Members of offering little but criticism without presenting alternatives. “What have you said about how to stop this violence?” Kelly asked. “What have the leaders of these communities of color said? What is their tactic and strategy to get guns off the street?” Kelly asked in response to criticism of stop and frisk.
